ctrl + mouse drag for full 3d

If you go to google maps and put the cursor on the North South
compass, and maybe you have to press CTRL, a black box pops up there
that says, in part, ctrl + mouse drag for full 3d

What does that mean?

Does it mean more than that the image pans? I don't consider that to
be 3d.

And futhermore, it's not required to press Ctrl to make it do that.

Googling the phrase got not a single hit.

Does "mouse drag" mean something more than, other than, holding down
the left mouse key and moving the cursor?

Go to a city that supports 3D, that is any major city like Berlin,
London, NY, LA, Chicago and so on. Select Earth view. Press Ctrl +
left-click and drag the mouse up the screen and to the sides.

What I see at the bottom of the page in satellite view is, "3D Earth
view is not available" if I use full view. There is a little icon with
lite view that looks like a box divided into 4 pieces, and clicking that
will switch from full rooftop view to a perspective view showing the
sides of buildings.
