Is there a way to disable those annoying popups whenever your mouse hovers over certain areas in a webpage?

It depends on whether you are using userChrome.css in your settings.  If so then try the Chosen Solution given here:

<https://support.mozilla.org/en-US/questions/1192749>

Good luck.

There is another solution that requires changing the settings in About:config:

First, that's unusual for you to suggest playing with about:config.

Secondly, I thort... gee, that's a 'good' idea <g> ... so I tried it.

The change succeeds but for me anyway (with Ffox 77.0.1 on Win 10
v2004), it immediately removed any sign of 'active' icons from my
taskbar... and more disturbingly, disabled Mr Micro$oft's 'start'
icon... which of course displays those tiny pop-ups if hovered over.

Reversing the config setting back to 'default/true' didn't restore
icons to the taskbar nor the 'start' functions.

I had to do a physical push power-button re-boot. Phew.
