But when I attempt to reinstall, the install program runs with no
errors, and runs way too fasts to be really installing anything. It
creates the desktop icon, the Start Menu icon, and even puts the files
back in C:\Program Files\Mozilla Firefox.
But when I attempt to run the program nothing happens. I can repeat
this every time.
Whatever is happening needs to be ripped out including the registry
entries.
Where can I find these instructions?

It sounds more like you need to clear your TEMP folder.
In Windows, click on the Start button, and in the search bar, enter the
following text and press <Enter>:
TEMP
That should open your TEMP folder in Windows Explorer. Delete all the
files and folders in your TEMP folder, and try installing Firefox.

How about %TEMP% instead of TEMP? Davis is right.
I verified that all Firefox folders were deleted, rebooted the system
and reinstalled Firefox.
NO CHANGE. SAME RESULT.
Just out curiosity I rebooted the system in SAFE mode to see if Firefox
would run there. IT DID! Firefox ran and even responded to requests.
I rebooted back to normal mode and tried Firefox again. This time I got
the following error message:
"Firefox is already running, but is not responding. To open a new
window, you must first close the existing Firefox process, or restart
your system."
This time the Processes tab of Task Manager shows "firefox.exe" running.
But was soon as I click OK to the above message it disappears. When
I try to start Firefox again the above message reappears.
I know Firefox will run on this PC. I had it running and was using it
everyday. Before some glitch hit it and now it will not even run.
There is something here that needs to be correcting. Perhaps I should
open an bugzilla report.
Any more ideas.

Will FF run in normal Windows from the FF Safe Mode shortcut?

Hi VG,
Windows Safe Mode and FF Safe Mode are two different things. If Windows
has loaded normally, then launching FF in Safe Mode is for diagnosing FF
problems, much like Windows in Safe Mode is for diagnosing Windows problems.
