Does Firefox Sync really sync open tabs?

According to:

"Sync your bookmarks, history, >>> open tabs <<<, form information and passwords on any device that uses Firefox, including your Android device, iOS device, laptops and desktop computers."

I have my Android using Firefox Sync, and one Firefox profile on my Linux computer also Firefox Sync enabled using the same account.

None of my open browser tabs from my Android device sync over to Firefox Desktop on Linux.

Perhaps do open tabs only sync to other Android devices I have using the same Firefox Sync account?

Asking as it is time to upgrade my Android device. I would rather not have to set up all my standard open tabs again... Firefox Sync should ease the migration to the next Android device.

So I ended up finding this page in my research of the question:

It seems Firefox Sync is saving to History all of the open tabs of each device associated with the Sync account.

I found still no way to reopen all tabs from Device X's history onto Device Y. Is there a way to also do this?
