I do not have that problem with my own pages since I use bold type in all
of them.

Tools -> Options (/preferences) -> Content -> Colors -> choose colors
You would normally have the following checkmarked, and it applies to
both the left (Text and Background), and to the right (Link Colors).
[x] Allow pages to choose their own colors, instead of my selections above.
If that is not the problem, then I would expect that you have a theme
installed other than default. Tools -> Addons -> Themes
Also show up in View -> Page Style -> (radio button) Basic | Default | (theme)
Or a Style involved either that you added to userChrome.css or that
you invoked and control with the "Stylish" extension. Either way it is
unlikely that you would invoke and not know about it. With Stylish,
may also show up in View -> Page Style -> ... normally "Basic" for theme,
but with Stylish may have other items checkmarked as well.
You say it affects IE but only slightly, IE would also have similar controls,
but does it affect non browser applications.

You might find the zap bookmarklet from here useful in some cases,
particularly where the contrast with the background is poor

That is checked.

Default is the only one even listed.
Thanks for the suggestions.
I installed it and it is in my bookmarks toolbar. But clicking on it when I
get to one of those hard to read pages does nothing. Maybe I just don't
know how to use it.

Since you say it is similarly "more-like-grey" in IE as well, and
considering your comments in other replies, it makes me think it is your
Windows desktop 'theme' instead of anything to do with your browsers.
Install the Mozilla PrefBar, where you will find a checkbox to toggle
off all page colors with a simple click. Use as appropriate.

..thus likely irritating quite a many of your visitors. Bold, oversized
text is as hard to read as grey text. Do you have a vision problem of
your own?

Seriously though, I can read fine print on medicine labels and things like
that. It *does* seem like they keep making the print smaller every year
though.
