How to I enable, or even test for, WebGL with Firefox 52.9 ESR and WinXP. A
site (www.windycom) that needs WebGL works with Chrome but not FF 52.9 ESR,
and I'm trying to find a solution for this.

My graphics card is an AMD Radeon HD 6570, with Catalyst 14.4 drivers.

It should work by default in all Firefox versions 4+   <https://developer.mozilla.org/en-US/docs/Web/API/WebGL_API>

What error messages are you getting?  Can you post a screen shot of what appears on your screen.

I don't think it matters as long as Firefox can run on your machine.

This newsgroup won't let me attach a screenshot, so see if you can download it from my dropbox account:

The error message is invoked when I chose the "Radar, Lightning" choice at www.windy.com.

Looking at your screenshot it appears you haven't tested using safe
mode. Use Help > Restart with Add-ons Disabled.

I installed Firefox 52.9.0 ESR on my system and the site works for me
with a test profile and no extensions.

Works fine with PaleMoon and FF 21.9 ESR on Win10, with all add-ons
in FF enabled. Pretty amazing that neither Ghostery nor Privacy Badger
nor uBlock Origin report any unwanted stuff.

As a test you could try https://nullprogram.com/webgl-particles/
Cute, but an old system still running XP might be too slow for it.

No problems running webgl-particles. I tried with New Moon 27.7 but the
problem was still there...ran it in safe mode but still had the problem.
With Palemoon 26.1 (Atom/XP) the problem was gone. With Chrome, as I
mentioned, also no problem.

Just tried Firefox (52.9 ESR) in safe mode, the problem was still there.

I just rebooted Firefox ESR 52.9 after running it in safe mode. This time
the problem was gone. So I tried starting New Moon up again, but alas the
problem was still occurring.
