I think he means the bookmarks toolbar, which usually lies horizontally
just below the Location/Search toolbar, unless you hide it via the View
menu.
You can access the URL bar by Ctrl-L, the Search bar by Ctrl-K; I don't
know if there's a specific keystroke for the Bookmarks toolbar, but you
can get at it from either of the other two by hitting Tab just the right
number of times.
Or else, Alt+B (on English-language builds; it may be different in other
languages) gives the Bookmarks _menu_, where you can (by hitting
Down-arrow the right number of times, Right-arrow if necessary to enter
a subfolder, etc., then Enter) select any bookmark and load it.

Bookmarks Toolbar.

You can open any bookmark (item) by assigning a keyword shortcut to the bookmark,
which is done in the bookmark properties. Once you have created you bookmark,
go to your bookmarks, find your bookmark, right click on it to to show bookmark
there you can assign a keyword.
It is much easier to create the keyword when you assign the bookmark but
Mozilla does not include it . You can solve that by adding a line to your userChrome.css
or you can install the "OpenBook" extension see

seems that there is no bug and Ctrl+B is for toggling the bookmarks
sidebar.

I can't find a reference to ctrl+b in the menus.
Once you bring up the toolbars' context menu (I do this by
right-clicking it -- I don't know a keyboard shortcut for it), then b
toggles the check for the bookmarks toolbar.
Or you can do it with alt, v, t, b.
These should work with Windows or GNU/Linux. I don't know enough about
getting to menu items with Mac to translate.
