Why can't I order my bookmarks?

In bookmarks manager, it shows me the bookmarks in a folder, but I
can't control the order of them. Is this normal or am I just not doing
it right?

Bookmarks-->Manage Bookmarks
view the folder you want to 're-order'
use the View menu to set the order you want
