There is several standalone viewers, like WinDJView,
or versatile viewers for multiple formats,
like sumatraPDF or STDUViewer

Conversion to PDF I as as the last option,
with size multiplied up to 3 times.

I don't know the answer to some of your questions but as for the PDF
files, have you looked at the PDF printers?

I use Cutewriter and Sourceforge's PDFCreator for making all of my PDF
files. ALso if you are working only with images, the free Irfanview
image processor can save files as PDF, and can combine several files
into one PDF filers. Irfanview will handle several dozen common image
formats.
