This website seems to autoplay dispite being blocked.

Yes, It does that for me too (also Firefox 66.0.3 (64-bit) Linux).

I applied the suggestion here:
https://blog.mozilla.org/firefox/block-autoplay/

Click on the circled 'i' in the URL bar to allow you to block the
autoplay. The video continues to run until you manually stop it.

But it was already blocked. To the right of the i there is a > with a /
through it and a curved arrow around it, and the bubble help says "You
have blocked autoplay media with sound for this website".

It played the first time, but not subsequently. It may be because I am
clicking on rss feed links from thunderbird.

From an old post by jo...@soccer.com :

As you, I'm royally whatevered-off with the increasingly difficult
task of blocking all video autoplay.

After the earlier thread <Firefox 66 damaged...>, I've used a
combination of suggestions:

1. Installed the <Disable HTML5 Autoplay> extension

2. Modified <media.allow.autoplay-muted> to false

3. Modified <media.autoplay.block-webaudio> to true

4. Modified <media.autoplay.default> to '1' (I had tried '2' as
suggested but that didn't succeed for me)

5. Modified <media.autoplay.enabled> to false

6. Modified <media.autoplay.enabled.user-gesture-needed> to false
(for me that is especially effective against some news sites, though
to my way of thinking, it really should be true...)

7. Made sure that in <Options> <Privacy & Security> scrolled down to
<Permssions> and checked <Block websites from automatically playing
sound>

So far so good... though until I tried '6.' some were still sneaking
by!

I'm clearly missing something here. I thought that the "autoplay" blocking
was there to block the sound, not everything. I can't seem to find anything
related to the latter. What am I missing?

What about this setting:
media.autoplay.enabled set to false?

media.autoplay.default toggles between 0 and 1 when you toggle the
"Block websites from automatically playing sound" setting.

This is also my understanding - and sound is indeed disabled within the
before mentioned videos, but not the video itself. But this is in-line
with the related Firefox setting, which is about audio only.

Hmm, Curious. On that initial page I don't get the crossed-out circle
in the URL bar but it is there on your second specimen - it's the same
when I restart with add-ons disabled. Very odd.

I don't have such a setting anymore, although it is still there on the
ESR version. I don't know when/at what version of ff it disappeared. Or
maybe you are suggesting I create it as new?

Have you cleared cookies for the sites?

I usually look in History, right click on the site and click "Forget
About This Site".

Do you have any exceptions for "Block websites from automatically
playing sound" in Preferences > Privacy & Security?

Is it enabled?

I just have started to work with a completely new Firefox profile, where
I haven't made changes to any of the settings mentioned before in this
thread. Therefore it obviously works for me ...

I would conclude that the reason for your issue could come from some
tweaks you might have applied to such settings, which now interfere with
the new Firefox setting to disable sound.

Yes, and cached data.

No.

It just happened again on this site:

https://www.independent.co.uk/voices/brexit-jeremy-corbyn-second-referendum-talks-tories-final-say-varoufakis-a8901306.html

It doesn't happen straight away. A little video scrolls down with sound.

The video does autoplay, but there is no sound. That's the way it is
supposed to work.

I have no suggestions if you have tried both safe mode and a test
profile and those didn't work properly.
