I'm not fully sure if I get your request tje right way.
When you write about:config in the address line of
Firefox and you scroll down or search for
'browser.tabs.autoHide' and then right click on
'browser.tabs.autoHide' and than on Toggle, tabs
will hide or not in a new window.
Just valid if there would just one tab be visible.
(Probably Mr. Phil and garth are going to learn something
as well, making a living. Not much optimistic, but you
know. )

Shouldn't this be as simple as "view + tabs" check/uncheck, for
viewing/hiding tabs?!
It is, actually. Under Tools>Options>Tabs>Always show the tab
bar. (For benefit of Great Nation of Kazakhstan. )

That, *always* means show tab, even you have only one tab in a window.
Tabs present in "Full Screen" view also. sigh.

Phillip and I have had our disagreements over the years, but he is most
assuredly not a troll. He has strong opinions. Sometimes I agree with
him, sometimes I disagree, but he has never, ever been "trollish".
With our "little helper" present, we are all probably a little "troll"
jumpy.

I don't have enough money to be 'eccentric'. Grin.
To be seen as a troll, one need only present a really strange point of
view, contrary to the norm, and to recommend something rather offensive
to the majority on the group, and to staunchly defend that view. Hey,
wait, I sometimes resemble that remark....
Ok, maybe there is a bit of troll blood in most of us...
