New time zone -04:30 (America/Caracas)

How can I change time zone for Lightning 0.7 (add-on for
Thunderbird) ?
Actually it is set up to "America/Caracas" but since December 9th 2007
this "America/Caracas" Timezone changed from -04:00 to -04:30

How can I update this Time zone in lightning under Windows XP SP2
box ?
The patch was applied to the Windows box.

note: Thunderbird 2.0.0.9 is working well with this new time zone.

Any idea ?
