You are right.
In registry, I have created this tree - HKEY_CLASSES_ROOT\.cgi\Shell\ExecCGI\
Perl command in ExecCGI
It should be- HKEY_CLASSES_ROOT\.cgi\Shell\ExecCGI\Command
Perl command in Command.
Another thing, when I use this URL -
http://my_server/bugzilla It shows this error: " The requested URL /bugzilla was not found on this server."
But when I use this URL (with "/" at end)
http://my_server/bugzilla/ It works OK.
Without the "/" at the end the URL not working.
How can I fix it?

Your registry settings for using Perl with Apache CGI are most likely wrong, double check the docs:

That error should be a different one to what you've reported before, though.
