Characters not displayed properly

Hi Guys,
We have an issue where some characters on bug entries are not displaying correctly. It does not seem to happen on all text or entries but we have noticed it on the following specific example:

"Germany", "France" displays as “Germany”, “France”

As anyone got any ideas why this is happening?
Our setup:
Windows Server 2019, IIS 7 and Bugzilla version 5.06

Looks like a problem with character encoding. I suggest checking ALL
character encoding related settings in Bugzilla, your database and
IIS.

Afterwards have a look at the actual row where those texts are stored,
e.g. the table "longdescs" in case of comments. Try to have a look at
the HEX-encoded individual bytes to better understand what encoding is
used to store those texts, some tools like DbVisualizer are easily
able to provide those.

Afterwards have a look at which bytes are actually coming from your
server using the development tools of your web browser. Especially
look at e.G. character encoding related HTTP-headers.
