That's the same error you said has been resolved by upgrading MariaDB
some days ago:

https://groups.google.com/d/msg/mozilla.support.bugzilla/H3FJo_X5MKo/KxY-3601AQAJ

So revert whatever you have changed since then.

Then you should check what you have done the last time to come to the
conclusion that the problem is resolved and if it really has been
resolved or not.

Besides that, check if the table mentioned in the error message is
really available or not. If it's not, upgrading MariaDB last time
can't have changed anything, so you obviously did something else
differently to come to the conclusion that the error is resolved.

Additionally, a missing "flags" table means that your schema is broken
for some reason and you need to find the reason, habve a look at older
backups to find the point in time where that table has been deleted
etc.

Because it's a new and empty installation that way, without any
formerly present bugs of course. If you have done that the last time
as well and restored your old database afterwards, you will simply run
into the same error again. But if so, that means your formerly used
database is broken and needs to be repaired manually.
