Bugmail - "Email sent to: no one"

Hello,

I am using Bugzilla 3.0.4 on Windows XP and everything is working except
when I add a new bug I always get the message "Email sent to: no one".

I know email works because password requests get sent. When I add a bug any
registered users are int he excluded list.

Any help appreciated.

Check your Email Preferences. Easiest answer is everyone has email
turned off for that type or all types of changes.

I had already clicked "Enable All Email" on my account. So have the other
users.
Since we have only started using Bugzilla recently we reinstalled it
yesterday and cleared the MySQL database but the same problem appears. It
is very frustrating but without this working we cannot really use it.

Are there any tests I can do to check for potential problems. Sendmail is
definitely working since we can request new passwords.
