It's not, the script uses whatever Bugzilla uses to send mails, it's
just another program actually sending it and not httpd as it may be by
normal Bugzilla usage. Do you have something like SELinux or AppArmor
running?
First configure testfile in Bugzilla as method for sendings mails and
see if the test file is created if the whining scripts ran. This
should work or your whine setup is not correct.
If the test file has been created choose the method for sending mails
in Bugzilla that worked before. If it was sendmail this should work
with whining as well as neither Bugzilla nor the whining script itself
need to talk to a mail server directly. If you configured SMTP look at
your SELinux/AppArmor-setup to see if httpd is allowed to communicate
with your mail server. If yes, you need to allow the same thing for
the whining script "somehow".
