Voting system round the corner

Hey all!

This is an update for the soon to be deployed voting system in Mozilla
Reps portal. The system was designed to be multipurposed and some
planned functionality is:

- Range-voting and radio-button voting systems
- Multiple polls per vote (e.g. you can have 2 ranges and 4 selection
polls per vote, or 4 budget bugs votes in one)
- Meta fields (URL, Description, Name)
- Ability to select eligible voters based on groups (e.g. council only
vote, reps-wide vote etc)
- Emai notifications functionality (for start, results, and reminders
for yet-to-vote users)

Most of this functionality (especially the back-end of it) will be
deployed next week and the rest the week after that. (Proper
announcement will follow).

Although the functionality was laid out based on excessive discussions
with the Reps council Voting working group, feedback is always
