OrangeFactor now behind LDAP auth

OrangeFactor [1] is 6 years old, unowned and has remained mostly unchanged
in recent years. Whilst it is due to be replaced by a Treeherder API based
solution in the next few quarters [2], we have had to put it behind LDAP
authentication in the meantime as a defence in depth protection against the
ageing software stack [3].

The Auth0-based SSO will allow both employee and non-employee LDAP
credentials and should remain signed in for much longer than Okta-based
SSO, so hopefully cause minimal disruption.
