What this is:
We have a system called cerberus[1] that compares Telemetry collected on different Nightly builds and looks for sudden changed in value distributions using the Bhattacharyya Distance[2]. It found such a change in GC_BUDGET_MS on 2019-11-08 so it asked its buddy medusa[3] to send this email to the dev-telemetry-alerts mailing list and to all email addresses listed in the alert_emails field of GC_BUDGET_MS's definition.

This alert and the GC_SLOW_PHASE one are the expected result of landing
the following bug:
Bug 1593270 - Take account of adjusted slice budget when recording how
long over budget slices ran
This fixes a previous change that had caused us to report the slice
budget telemetry incorrectly. The budget reported is now the actual one
used, which is why it has increased in some cases (due to bug 1579426).
