Can't XPCOM read/write local files?

Hello,

I'd like to design a local WYSIWYG application working on Firefox for editing HTML.
But the following webpage told me @mozilla.org/file/local;1 is "FROZEN".

My Firefox version is 23.0.1.
Can't XPCOM on current version Firefox access local files?
If there are other ways to read/write local files based on Firefox, Please tell me how to do it!
