[ANNOUNCE] NSPR 4.24 Release

The NSPR 4.24 release is now available. The hg tag is
NSPR_4_24_RTM. The source tar file can be downloaded from
https://ftp.mozilla.org/pub/mozilla.org/nspr/releases/v4.24/src/

NSPR 4.24 contains the following changes:
- added macro PR_ASSERT_ARG
- removed some declarations
- added support for Nios-II, Nds32 and Microblaze
architectures
