[ANNOUNCE] NSPR 4.23 Release

The NSPR 4.23 release is now available. The hg tag is
NSPR_4_23_RTM. The source tar file can be downloaded from
https://ftp.mozilla.org/pub/mozilla.org/nspr/releases/v4.23/src/

NSPR 4.23 contains the following changes:
- fixed a build failure that was introduced in 4.22
- correctness fix for Win64 socket polling
- whitespace in C files was cleaned up and no longer uses
tab characters for indenting
