CSS3 Change Proposal Question

I've got an idea for a change in the CSS "width"/"height" attributes, but I'm not sure how one goes about making a proposal. I wrote it out in a blog post a while back but I'd like to actually try and get the idea to whomever is in charge of CSS development. Any ideas where I'd do that?
