Strawman updated to cursor and buildPar

The strawman (wiki.ecmascript.org/doku.php?id=strawman:data_parallelism) has been updated to include outCursors, an improved articulation of grainTypeSpec, and buildPar. The buildPar section needs the closest review.
We still need to discuss whether partition, flatten, and type are part of this strawman or part of binary data or some combination of the two.
Let's try and reach a consensus by EOD next Wednesday July 17. The Ecma TC-39 meeting is July 23-25.

After discussion with Dave, it may make more sense to defer discussion

of the general "reinterpret cast" operation until ES7. This would
imply that we need partition/flatten in the PA spec after all, to fill
the gap.
