Nope, When I set "Accept Third Party Cookies" to Never, sites including
https://panopticlick.eff.org show Cookies as being disabled. I should mention that old cookies are not deleted..

Well, I wonder if I just tried it different ways.. Mousewheel appears to work fine. Nothing else does.
