Reorganizing Testing Modules

Hi,

We're planning on doing some reorganization of the Testing modules.

Currently, the Test Harnesses module is owned by Rob Sayre and I own the Test Infrastructure module. These two had some overlap but don't really reflect the current state of reality. To fix this, Ted has volunteered to take over the Test Harnesses module and Clint Talbert will be the module owner for Test Infrastructure.

The two modules will look as follows (peers listed in parens):
