Initial list of bugs to triage for Project Candle

Greetings,

To create an initial list of bugs for triage, I did several different Bugzilla
searches, and found the following power-related bugs.

- 38 bugs blocking bug 962573 (desktop power metabug, a.k.a. "power") and bug
979119 (Android power metabug, a.k.a. "powah"):

- 25 bugs with "c=power" in the whiteboard (FxOS bugs):

There is some overlap among the above lists.

I have annotated most of these with the "[Power]" whiteboard marking, which
indicates they require prioritization on the Project Candle mailing list. The

At the time of writing there are 67 bugs on the list.

I will soon start the first triage thread on this mailing list, for the first
group of these bugs. (I won't try to triage all of them in a single thread.)
