Fennec user agent string proposal

Having tried to take into account the various arguments, and previous
discussions on the subject in this group, I have a proposal for what the
UA string should be in Fennec on mobile, tablet and netbooks:

That document makes a proposal, and then tries to explain the rationale
for the various choices made.
We need to have this discussion and nail down what the UA string is
going to be, so that when we start doing mobile evangelism we are
telling sites things which will remain true into the future. We don't
want to adopt an approach where we are continually tweaking it to try
and get compatibility improvements. That way lies madness, and
frustrated web developers.
