Android build SDK bumped to 16

Hello,
I will soon be landing patches that require Android SDK version 16 to
build. Our infrastructure has hopefully been updated to handle this[1].
I updated the wiki page with the build instructions[2]. I am not sure
what else needs to be updated.
This is a heads up for you all to update your local mozconfig files.
