xulrunner-stub.exe failing?

Using the XULRunner nightly builds, I get a runtime error when starting
xulrunner-stub.exe. The executable is in a directory that contains an
application.ini file and a xulrunner directory. xulrunner-stub under Linux
works normally with the equivalent setup.

The exact error message is:

I get this message a few times after which I get:
[XULRunner]
> Couldn't load XPCOM.

And the application quits.
Using the 1.8 branch I do not get this error. Is this a known problem, did
something change to how the stub should be used? I can't find anything about
it on MozDev or on Google.
