Intent to implementation and ship: ECMAScript Internationalization API (ECMA-402) support for Firefox OS

Summary: We already ship ECMAScript Internationalization API support on
Firefox desktop. But this isn't implemented on mobile version (both
Firefox Android and Firefox OS) yet.

Although this feature uses ICU (http://site.icu-project.org/) as same as desktop version, if gonk-JB or later, this uses system's ICU instead of in-tree ICU code. But, since gonk-ICS's ICU is old version (4x.1), it uses in-tree ICU if using gonk-ICS.
