Summary: Addition to the Selection API that is used by Google Docs (and
will hopefully help us improve our performance to match Chrome's)

Preference behind which this will be implemented: none
DevTools bug: no need AFAIK
Do other browser engines implement this? Chrome and Edge do; IE doesn't
(according to the bug). I have no other data.
