Intent to unship: MathML3 support for semantics and maction elements

Hi,
In bug 1588733, I intend to replace MathML3's implementation of the
semantics and maction elements with the simple one described in MathML Core.
These elements basically provide some complex way to select the one of
their children to render (which in practice is just the first one). In
addition maction allows some interactive math. These features are better
implemented in CSS/JS.
