Intent to implement: ResourceStats API

Summary:
ResourceStats API supports resource statistics and cost control for network usage and power consumption. Resource statistics provides resource usage information about the whole system, a system service, or an application. Cost control notifies user when resource usage exceeds a defined threshold.

Given that we're only planning on exposing this to certified apps,
i.e. only to apps that are written as part of gaia, I don't think we
need to do an "Intent to implement" for this.

If/when we do decide to expose this to the normal web, we should do an
"Intent to implement" at that time.
