Switching oranges to use keyword 'intermittent-failure', rather than whiteboard '[orange]'

For every failure on TBPL, at least one (and often several) BZAPI call(s) is/are performed in order to generate the list of suggested bugs. However at present, we file intermittent failures with [orange] in the whiteboard, which is much less performant when searching, compared to using a keyword.

As a result, I am switching to using a keyword ('intermittent-failure') in bug 790571. TBPL, OrangeFactor & the new bugzilla.mozilla.org OrangeFactor extension will be updated to support the change.

A script will be used to add the keyword to existing bugs without generating thousands of bugmails. Once everything is working correctly using the keyword, another script will remove the now obsolete whiteboard annotation without bugspam.

I will be posting to dev.platform after the change to remind people to update saved searches and use the new keyword when filing oranges. I will also set up a personal whine, so I can catch any stray bugs over the following months.
