Another attempt to translate the gist of this. The fact that the
original has typos and poor grammar and punctuation really does in
machine translation, hence all the non-English and various nonsense in
Michael's attempt. Not that the sense is this much stronger this way,
imo, past the first two sentences, but don't blame that on the
translator.... ;)
"Impossible to download from your server. ACCESS DENIED! I protest!
Very strongly! It's as if Cuba should not be. It's a violation of a
right. I ask for your kind understanding, and yes here in Havana, Cuba
I call on the parties to respect open source(?). Because Mozilla is the
best browser! Of the Internet! I also ask on Google Groups for your
understanding. Now I don't know what I'm going to do. I think that
maybe this is partly my mistake. But those that aren't mine! Point to
them! And..... Open source. The internet is a right.

We had an issue with this in the Plone project. We used to host with Google
Code, and they are subject to US export restrictions, so people in Cuba
couldn't download our files. We ended up moving to Launchpad (hosted in
Europe) so things could be downloaded.
Does anyone know whether code that currently ships in Firefox (SSL, AES,
etc) are actually subject to cryptographic restrictions? If not, it would
make sense to at least redirect downloads coming from these areas to the
European servers.
