Minor flag changes for those checking in on 1.9.2

Hey everyone,

Not very long ago, we renamed the "final-fixed" option of the
status1.9.2 flag to be "beta2-fixed", which better reflects the beta
we intend to ship soon.

As of right now, everything that lands on 1.9.2 should be "beta2-
fixed" up until we tag for the official beta 2 build.

After that time, everything should get marked as "beta3-fixed", which
is also a new option that exists in the status1.9.2 flag.

Actually, this part has been removed as Shaver and Sam convinced me
that we should only add it once we know we're doing a beta3 refresh.

So, to review:

- if you fix a bug on 1.9.2, please mark the status1.9.2 flag as
beta2-fixed
- after we ship the beta 2 refresh (more on that in a jiffy!) please
mark the status as final-fixed
- if we ship another beta refresh, we'll rename final-fixed to
reflect that the issues were fixed in that refresh

Yes, this is complicated.
