talos downtime, Thursday July 2nd 6-9pm PDT

This downtime will roll out graph server migration:

- https://bugzilla.mozilla.org/show_bug.cgi?id=487329 (graph server
migration tracking)

We will switch from using graphs-new.mozilla.org to graphs.mozilla.org.
The current graphs.mozilla.org will be re-named
graphs-old.mozilla.org. All data will be retained and remain
searchable/graphable.

Even effort has been made to ensure that graph links to either
graphs-new.mozilla.org or graphs.mozilla.org will continue to work post
migration. This would mean that there should be no disruption in bugs
tracking regressions.

During the downtime I'm expecting some burning on both Talos and build
machines as the name change takes effect. It should clear up once
everything is pushed and cleaned up.

If there is any reason not to go ahead with this downtime please contact
me as soon as possible.
