Gecko 1.9a3 Tree Closure wednesday afternoon

Assuming no major issues are raised between now and Wednesday, we'll be
closing the tree Wednesday afternoon immediately after the Gecko 1.9
meeting to tag and prepare 1.9a3 builds. The tree should reopen
sometime Thursday afternoon, with 1.9a3 builds available shortly thereafter.
