I've noticed that my implementation of the pdfjs viewer loads extremely fast in safari, lighting fast, because its not appearing to actually download the pages but it downloads the page you are on, and the meta data for all the other page. This way the entire interface is complete and then pages just load down from the server as you change pages.

I prefer this method because it essentially saves bandwidth and delivers the user to a completed interface very efficiently.

How can I force PDFJS to behave this way with the other browsers??? Or is this something that is simply not controllable from the code?

Range requests are disabled on safari, see PDFJS.disableRange https://github.com/mozilla/pdf.js/blob/master/web/compatibility.js#L455 . You could disable on other browsers, though this feature usually makes pdfs initial display faster.
