Mozjpeg cjpeg - turns 90% quality into 76% quality?

I'm wondering if you can chime in this thread here: http://www.webpagetest.org/forums/showthread.php?tid=13526&action=lastpost
I was looking at how mozjpeg created smaller files with higher quality, and where I would place the the quality/size line.
I found out that when I compress a JPEG image from 99% to 90% using cjpeg and then use ImageMagick's identify command, it reports 76% quality (not 90%)
Can you help me understand why this is happening?
