Is the buzilla.mozilla.org site down? I get a timeout trying to reach
the login page.
I know that there was maintenance scheduled for yesterday, but that
should be completed now.

Yes, Bugzilla is down, as well as a lot of other services. One of
Mozilla's data centers is experiencing a network outage. You can check
http://status.mozilla.com/ for the latest status of things.
