Consolidating the MDN public mailing lists (part 3: Discourse requirements)

In previous threads, we determined that:

1. Consolidating mailing lists is a good idea

2. Discourse is somewhat preferred

over sticking with a single "Mozilla forum"

I've talked with members of the Participation Systems (ParSys) team
about moving our discussions to Discourse. We agreed that the next step
is to come up with a list of requirements from the MDN community. ParSys
can then respond to the requirements, based on which are already
implemented, and if not, what level of effort they would require.

I've started an etherpad to collect requirements for us using Discourse:

I've put in the items that I gathered from the previous discussion
threads. Please add any that you've thought of.
