The 95% of Firefox 3.0 that are translated, we have tested quite a long
time and also the Lia Rumantscha (the umbrella organization for all
Romansh associations) was going through the translation, so we can say
that they are on a certain level.
What are the next steps to do? Can someone say to me who I can contact
for that?

You might look over a similar bug opened by another locale:

You can see there how many bugs are opened (See Depends on) for
starting a locale.
But Axel Hecht (Pike on irc.mozilla.org) is the one you want to talk to.

By the way, it seems that you have asked the wrong requestee for your FF 3.5 source tree. It should be Axel (l10n), not you.
