String freeze breaks on aurora for 11

Hi all,

there've been two breaks of string freeze outside of fennec this cycle:

to close style editor.
This isn't that painful, besides the obvious "why the hell did this
land?". Backing it out would be just as painful as letting it stick

understand the bug myself.

I'll also post in mozilla.dev.planning about what we can do to prevent
those in the future.
