Restoring two missing property values

For some unknown reason, the values of all the access keys in toolkit's
dialog.properties were erroneously blanked out two and a half years ago.
I checked in a patch to restore them to their previous values yesterday
before the 1.9 absolute string freeze.

Although the original change was made before the 1.8 branch it did not
affect branch builds of SeaMonkey as they use the xpfe version of
dialog.properties which was unaffected, so you can copy the keys back
from there if you have it.
