help wanted: webapps, international keyboards, expected key events

there's a cry for help in
https://bugzilla.mozilla.org/show_bug.cgi?id=429510 about what's the
right events to send for international keyboards.

If you develop web apps, or know someone who does, in particular for
users with non-latin keyboards, mind having a look or asking them for
help on https://bugzilla.mozilla.org/show_bug.cgi?id=429510?
