Outdated instructions for creating language packs?

Hi all,
The instruction for creating language packs seems to be outdated.

Following the instructions I end up with a build dir without a browser/
subdir unless I remove --disable-compile-environment (but I guess I'm
just lucky and have all build requirements). Am I missing something or
this option have been broken?
I also have to run 'make -C config' first, otherwise it will complain
about missing 'config/nsinstall'.
