Is the date format in downloads window fixed?

Hi,

In Firefox 3 beta (latest tinderbox 3b4pre), the downloads window has
a date next to each download. Right now it's "month day"
I'm trying to find where (if) this is available to change. In romanian
we use "day month". I can't find a way, so maybe I need help from a
localizer who knows or a programmer to tell me if this is not possible
and I should file a bug.

Thanks, I should've checked more carefully. So it's monthDate=#1 #2.
